        There is a National Innovation System in countries which includes network of different institutions, that their interactions provide appropriate ground for production and development of science and technology. This system forms value chain from idea to product and market and provides innovation climate and innovative activities throughout this chain. Higher education sector is one of the core elements of national innovation system (NIS). Then quality concept in higher education can be analyzed in this system, which now changed to national open innovation system (NOIS). Actually, by systemic approach, higher education quality is influenced by NOIS in one hand and impacts on it from other hand. Therefore, quality in higher education is a multidimensional concept which needs a quality plan and quality management. This paper aims by stating the higher education position in the NIS and with focusing on developments of its mission, to reflect the role of Technology management on quality issue with systemic approach. Then, it defines quality by considering the position and mission of higher education sector along with offering a conceptual model. It is evident that, quality should be considered as a flow and culture not as a tool until could be institutionalized.         : One critical factor which has given rise to the gap among countries is the difference among them regarding their capabilities for fostering innovation in all aspect including political, economic, culture and social. Given the rapid technology advancement so far, and with regard to predictions as to the continuation of the existing trend in the future, one can say the gap will be enlarged in the years to come if no precautions are taken. One way to cope with the challenge is to improve the innovation capacity within the country through increasing research and development activities in all economic sectors countries with more costs spent on research are more developed technologically and industrially. Therefore, the article seeks to explore the role of research and development centers in innovation; the methodology used to achieve this goal was documental analysis. Findings indicate there ought to be appropriate interactions among the main components of "National Innovation System", i.e. government, industry, university and other research institutions; these interactions need to be accomplished through expanding research and development activities and making applicable the finding of research. Therefore, one can conclude there exists a direct relationship between research and innovation and hence the actual development in all countries, especially Iran .So, the obstacles impeding the progress of research and innovation (some of which have been reviewed in this study) should be abolished.         Science and technology parks, as an organization with the aim of increasing wealth in society, are managed by professionals to move the flow of knowledge and technology between universities, research and development institutes, private companies and the market. Through growth centers, these parks strengthen innovative organizations and facilitate reproductive processes, and act as an environment in which independent research units, affiliated with organizations and industries, are integrated and covered to support creativity and innovation. To pay. The ultimate mission of these parks is to reconcile the results of academic research with the needs of industry in order to fill the gap between industry and academia, and this will ultimately lead to the commercialization of knowledge. Therefore, due to these functions, the formation and development of many emerging technological phenomena occur from within these parks, and governments try to provide working conditions for small and medium-sized companies and attract international technology-based companies by creating a suitable environment. In Iran, in recent years, these parks have expanded significantly and in a situation where the country is facing unilateral sanctions, they have been able to play an effective role in the use of indigenous knowledge and technology. In this regard, the purpose of this article is to address the importance and main functions of science and technology parks in the world as well as in Iran.         The foundations of a knowledge-based economy are innovation, technology research and development, which is a costly and risky activity. Given the high cost and risk of technology development, the private sector alone can not do this, and therefore, governments in different countries have developed various institutions and mechanisms to finance innovation. In Iran, about 10 years ago, the discussion of the formation and development of the knowledge-based economy began with the adoption of the "Law on Protection of Companies and Knowledge-Based Institutions and Commercialization of Innovations and Inventions" and an Innovation and Prosperity Fund was set up to finance these companies. In this article, we take a look at the legal basis for the formation of the Innovation and Prosperity Fund and the various approaches and services of this fund in order to support innovation and technology development and thus the realization of the knowledge-based economy in the country.         Post-modern is one of the new theories that respond to the needs of organizations and society. The practice of such a management in an organization requires the existence of conditions. Organizational culture and innovation can be considered as influential factors. Thus the purpose of this research was study of relationship between organizational culture and organizational innovation with implementation of the post- modern management components in Employees at University of Kashan. Research type was descriptive correlational and statistical population consisted all of staffs' in University of Kashan (N=430) that by Cochran Formula and strafied randomized sampling 203 ones were chosen as sample. To gathering datas used from three questionnaires, organizational culture, organizational innovation & post modern management. Questionnaires content & construction validity confirmed. Questionnares reliability through Cronbach Alpha Coefficient, were estimated equal to 0.88 for organizational culture, 0.82 for organizational innovation and 0.79 for modern management. Data analyses done in two level descriptive & inferential statistics through Spss & Amos softwares. Finding showed mean all of organizational culture components except components of attention to achievement and sustainable measurement were lower than average. Mean all of organizational innovation components and post-modern management were lower than average. Correlation showed there are positive & significant relationship between Organizational culture & post-modern management (r=0.68) and organizational innovation & post-modern management (r=0.72).         The change in the role of the university due to the change in economic-political orientations at the end of the Cold War, led to a change in attitudes toward research in academic centers. Given the new economic orientations that have shifted the role of economic management from government to market and have led to a change in attitudes toward research in universities and research centers, the demand has emerged that universities should minimize the public resources used in research. To compensate and play a more active role in the growth and development of society.At the same time, the formation of the knowledge-based economy has highlighted the role of knowledge as a more prominent factor in creating added value, wealth creation than the traditional factors of production in the economy, namely land, labor and capital. In addition to research and education, the university has another third role, which is to participate in the socio-economic development of society.These changes in the approach to resource allocation and the role of knowledge in wealth creation and the change in the direction of economic management have led to growing attention to the commercialization approach to research results in universities and research centers in developed countries. He concluded that research results should be sold to private and public sector companies in order to create other sources of revenue for these centers while funding research activities.Commercialization means turning research results into products, services, and processes that can be sold. In such universities, investors are provided with opportunities to anticipate their problems and take advantage of the opportunities gained, which is itself a valuable experience in the field of finance and marketing. The occupations that benefit from these universities will certainly be at the forefront of the development of new technology. This technology is used in the production of goods and will lead to a higher standard of living.In the meantime, the purpose of the present study is to explain the situation of the entrepreneurial university in the universities of the third millennium with an experimental research design through a fuzzy inference system. The method of this research is survey method in terms of data collection and applied in terms of research purposes. The statistical population of this research is professors, experts and officials of Babol University of Technology.Findings showed that among the studied indices, only multidisciplinary multidisciplinary indices; University vision and mission; Knowledge transfer and growth center component, risk financing in university-derived companies has been at a desirable level, but other indicators are in poor condition.According to the descriptive and analytical findings of the present study, it should be noted that the emergence of entrepreneurial university is in fact a response to the growing importance of knowledge in the national and regional system of innovation and new perception of the university.         This research is applied in terms of method and includes descriptive-correlation research. The statistical population of the present study is the managers of industrial units in industrial states in Khorramabad city. The statistical population are 160 people who based on the Morgan table, 112 manager were selected as sample size. Using a simple random sampling questionnaire was distributed. To measure the variable of knowledge properties, Teresa et al. (2006) questionnaire, which includes three dimensions of complexity, parity and explicit, was used. to measure green innovation from the Subaramanium Vivend (2005) questionnaire, which included four dimensions of greenhouse business innovation, green process innovation , Green Product Innovation and Green Technology Innovation were used, and Nicolas et al. (2011) questionnaire, which includes 8 questions, were used to measure the variable of knowledge management strategies. To analyze the data and test the research hypotheses, Structural Equation Modeling Method has been used with the help of PLS software. The results of the research show that knowledge properties have a positive and significant effect on green innovation and knowledge management strategies, and that knowledge management strategies have a positive and significant effect on green innovation.
